Set the pasta to boil in lightly salted water.
While the pasta cooks, you can prepare the vegetables; finely chop the spring onions, dice the bell pepper, coarsely grate the carrots, halve the tomatoes, and finely chop the basil.
Sauté the bacon in a pot until crispy and then remove it from the heat.
In the same pot, sauté the spring onions, bell pepper, and carrots for a couple of minutes.
Add cheese and milk (or water) to the pot and let it simmer for a few minutes until the cheese has melted.
Drain the pasta and then toss it in the pot along with the bacon, tomatoes, and basil.
Add paprika and season with salt and pepper to taste.
Serve on plates and garnish with a bit of tomatoes and basil on top.
