Preheat the oven to 200 degrees Celsius (392 degrees Fahrenheit), conventional oven.
Heat butter in a pot and sauté cabbage, mushrooms, leeks, and potatoes for 3-4 minutes. Pour the mixture into an ovenproof dish.
Put a little more butter in the pot and sauté the onions and garlic. Add the beef and let it brown.
Add chopped tomatoes, water, cream, bouillon cube, basil, salt, and pepper to the pot and let it simmer for a couple of minutes.
Spread half of the grated cheese over the vegetables in the dish and pour the meat sauce on top.
Arrange tomato slices in the dish and cook for 30 minutes in the oven.
Take the dish out and sprinkle the remaining grated cheese on top, give it 10 more minutes in the oven – until the cheese is melted.
Serve with a sprinkle of parsley on top
