Heat the milk in another pot. The milk should just be lukewarm.
Pour the lukewarm milk into a bowl and dissolve the yeast in the milk. Also, add the butter.
Beat the eggs with a fork in a small bowl and add them to the bowl. Stir everything together.
Then add oats, sugar, and salt, and mix it all well together once again.
Gradually add the wheat flour until the dough is smooth and no longer sticky to touch. The dough should still be moist, so be careful not to add too much flour.
Cover the bowl and place it in a warm spot. Let the dough rise for 45 minutes.
Divide the dough into 30 equal pieces and roll them into round buns.
Give the buns a light press on top so they flatten a bit.
Now for the fun part: The buns should be shaped into dog heads! Start by cutting the bottom part off the buns and use scissors to snip about halfway in on each side of the buns to form ears.
Let the dog buns rise again for half an hour.
Bake them in a preheated oven at 200 degrees Celsius (392 degrees Fahrenheit) for 10 minutes or until you are satisfied with the baking.
Pour some powdered sugar into a bowl and add a little water at a time while stirring.
When the icing has reached a good thickness, first place two small dabs of icing on a bun (where you want the eyes to be). Then place the sugar eyes on top of the icing. Hold them in place with a finger for a moment if needed. Repeat on the remaining buns.
Add cocoa powder to the remaining icing and possibly more powdered sugar if the icing needs to be thicker (it should be relatively thick so it can be shaped into dog noses).
Place a dab of chocolate icing on the buns so the dog heads now have noses! Done! :-)
