Mix boiling water, oil, salt, and pepper. Add bulgur and let it sit for 8-10 minutes.
Drain any excess water and let the bulgur cool slightly.
Mix all dressing ingredients and combine with the bulgur.
Dice the cucumber, coarsely chop the olives, and separate the lamb's lettuce leaves by pinching off the base of the small clusters.
Combine everything with the bulgur, along with feta, peas, and chives.
Season to taste with salt and pepper.
